Ramona ("Ramonita") Negron Rivera was born in Maunabo, Puerto Rico in 1944, moved to Philadelphia as a teenager, and graduated from J.W. Hallahan Catholic High School for Girls. She was active in a number of Latino organizations in the city, becoming the first woman president of the Council of Spanish-Speaking Organizations ("El Concilio"), and president of the American Legion Post 840. After the charter of the First Bank of the United States expired in 1811, the merchant Stephen Girard established a private bank, called "Girard's Bank", in the former BUS headquarters in order to maintain adequate banking facilities for Philadelphia.
